Abstract

In 2012, a runner died of cardiac arrest due to lack of timely rescue when he was only 200 meters from the finish line. China is still witnessing 540,000 occurrences of similar cases every year. This incident directly contributed to the creation of First Respond. Based on its experiences providing first aid services in major marathon events, First Respond developed its own emergency response system, and thanks to GPS, mobile Internet and cloud computing technology iteration, its capacity evolved from "blind command" to a command center supporting precise remote command on a big screen. As of today, First Respond has successfully provided its services to more than 200 major events, with 11 cases of cardiac arrest rescued and 100% rehabilitation achieved. However, there is still a long way to go to realize Lu Le’s ultimate goal – there is still a serious lack of public emergency resources in China, and the availability of emergency rescue services for citizens is also far lower than in developed countries. How can the utilization of public emergency resources be improved and the survival rate of cardiac arrest increased? Lu Le thought of the orange shared bikes that achieved nationwide coverage seemingly overnight. Will First Respond be able to duplicate the model of shared economy in social welfare work and turn mutual aid into reality by means of technology innovation and a “platform” mindset?
